A Brief History
- Before computers, a “dumb” inspection form, and a date board were used to track required regulatory inspection data, and due dates in the oil and gas industry.
- The “dumb” form had to be copied, faxed, mailed, or carried costing time and money, and also had a high margin of error.
- Prior to the development of SEMP-LY© Compliance software there were a few attempts at a “smart type” compliance form by programmers, with no compliance experience.
- Operators were unaccountable for compliance operations and activities which may have led to mishaps, INC’s, and or fines.
- Early on, incomplete “smart type” programs, inconsistent use of applications, intricacy of programming, lack of support-by real compliance specialist, and the need for extensive training led to incompletion of, and ultimately the failure of early “smart type” regulatory & compliance inspection programs.
- An increasing number of platforms, demographics, and smaller less experienced workforces mandate more efficient, and cost effective tools & applications.
- As platforms aged the number of INC,s issued by MMS increased due to poor repeatability of safety devices and mechanical integrity issues.
- Mandatory Inspection Reports were done incorrectly, inconsistently, with incomplete entries, overlooked inspections, out of date drawings.

- SAFE Chart type input wizard creates all forms and formulas for the program. When an MOC requires a SAFE Chart revision the forms and formulas are automatically revised.

Elibrary
Overview
The E-Library is a Web-based tool for document distribution and sharing. Document managers have the ability to specify
who has access to individual documents or groups of documents and for what time frame. Document users have the ability
to view and/or download documents that they have been given access to.
Features
Allows for remote administration and access of documents through the Internet.
Each user account can be given access to individual files or groups of files.
User accounts may be given activation and termination dates to control the length of time they can be used, or they may stay active indefinitely.
Multiple levels of security ensure that the desired level of access is given to users.
Users can log in and view and/or download documents that they have been given access to.
Supports virtually all file formats including:
- .wmf (drawings)
- .pdf (documents)
- .tif (images)
- .jif (images)
- .jpeg (images)
- .xls (Excel)
Provides a hierarchical tree structure for finding the desired documents.
Documents are organized by the platform that they pertain to, and then by document type (drawings, submittals, reports, etc.)

Inspection Data
